A detached, stick-built secondary suite is a small house. It carries its own foundation, framing, roof, envelope, HVAC, electrical service, water and sewer connection, kitchen, bath, and a full permit and inspection cycle. None of that scales down as fast as square footage does, which is why cost per square foot on an ADU is usually higher than on a large addition.

Where the money actually goes
Owners are often surprised that site and utility work can rival finish work in cost. On a typical Hillsborough County lot we scope:
